Council to Note: A Council cannot lawfully decide on any matter that is not specified. 2.       DISORDERLY CONDUCT AT MEETINGS

  • No person shall obstruct the transaction of business at a meeting or behave offensively or improperly. If this standing order is ignored, the chairman of the meeting shall request such person(s) to moderate or improve their conduct.
  • If person(s) disregard the request of the chairman of the meeting to moderate or improve their conduct, any councillor or the chairman of the meeting may move that the person be no longer heard or be excluded from the meeting. The motion, if seconded, shall be put to the vote without discussion.
  • If a resolution made under standing order 2(b) is ignored, the chairman of the meeting may take further reasonable steps to restore order or to progress the meeting. This may include temporarily suspending or closing the meeting.

PROPOSAL: That Chrishall Parish Council herewith minutes the approval of the December bank reconciliation sent to all Councillors by email in advance of the meeting

  1. c) Budget & Precept: PROPOSAL: That Chrishall Parish Council herewith agrees and adopts the budget and sets the precept for the financial year 2024/2025 at £31,000 (Thirty One Thousand Pounds)

  6. h) Chrishall Village Hall move defibrillator cabinet: PROPOSAL: That Chrishall Parish Council herewith agrees and appoints Davco Ltd to move the defibrillator cabinet from the outside wall into the porch, making safe and installing the required electrical witing, and adjusting the porch door entry to ensure those accessing the defibrillator can do so easily in the sum of £390
  7. i) Chrishall Village Hall additional damp proofing work: PROPOSAL: That Chrishall Parish Council herewith agrees and instructs Davco Ltd to complete the additional works identified in the entrance lobby to the building, and gable end of Chapel Hall in the additional sum of £807.00 plus VAT. Additional works in the men’s toilets will take place at a date to be agreed in the sum of £3,940 plus VAT.

Defibrillator cabinet: To be moved into Chapel Hall porch

Village Hall: remedial works for damp in Chapel Hall and the Church Office as identified by Wilby & Burnett Surveyors: work commenced 8.01.2024.

Additional works identified:

  1. Gable end wall to chapel hall – upon removing the plasterboard we have found that the brickwork is wet to touch, so we need to avoid all materials being directly in contact on top of these to eliminate the risk of moisture coming through. Therefore we need to leave a small 25mm gap between the brickwork and the mesh, which we can only do by installing new battens with packers, fitting a cement board internally and attaching the membrane to this so that it has a dry, solid surface to fix onto. Davco has sent through an additional cost for this of £560which we have had to instruct as this would be needed for the plastering to work.

There are a couple of other areas we have identified, which could be completed if you wish – there is £690 of the original contingency left:

  1. Entrance Lobby – We have found a couple of areas of damp defective plaster in the entrance lobby, where the table has been moved out of. This plaster has blown and we would recommend that this side of the wall is replaced with the same build-up as elsewhere to prevent dampness coming through in the long term. This would have an additional cost of £832 + VAT.
  2. Back of Hall Wall – The plaster on the other side of the hall wall (facing the Men’s WC) is also still showing as wet, along with the wall in the Men’s WC itself – I remember when the damp survey was completed that this would be quite involved as it would involve having to remove the toilet/sink/boxing in order to access the wall. Davco has quoted £665 + VAT for the back of the hall wall, and £3,940.00 + Vat for the WC works. As the WC is in a good condition it may be that you could always leave this wall until the next time you refurbish these toilets.
